Child Welfare and Local Education Agency Point of Contact Fact Sheets

The federal Every Student Succeeds Act (ESSA) was signed into law in 2015. ESSA contains key protections for students in foster care that complement the educational stability provisions of the 2008 Fostering Connections to Success and Increasing Adoptions Act. Among other things, ESSA requires school districts to appoint “points of contact” (POCs) for students in foster care, if the corresponding child welfare agency does so. 

The following fact sheets provide information and strategies for education and child welfare staff regarding district and child welfare POCs, and two of the fact sheets provide strategies for POCs themselves. Note that districts and child welfare agencies can download the fact sheets, fill in their respective POCs’ contact information and distribute these materials to their staff.
